Some of the methods described in this recommendation can be used, with special precautions, for measurements at frequencies significantly lower than the given limits. In some cases, testing at voltages exceeding 1000 V may reveal effects unrelated to permittivity and dielectric dissipation factor and are not described here.

Liquids and soluble materials as well as solid materials can be measured by the methods described. The measured values ​​also depend on physical conditions such as frequency, temperature and moisture content, and in special cases the field strength.

The LD-3 Rigid Dielectric Cell is designed for testing hard flat materials. Up to 1,1 cm (7/16/8 inch) of material with a maximum thickness of 3 cm (1/8 inch) can be used in the dielectric cell. The dielectric cell consists of two electrodes.

One electrode is secured by a grounded guard ring and the other can be moved via a micrometer. The micrometer provides precise measurement of the electrode gap. Grounded guard ring reduces fringe effects to improve measurements.

IEC 60250 applies to procedures for determining the transmittance and diffusion factor and their quantifications, such as the loss index, in the frequency range of approximately 15 Hz to 300 MHz.
