All lights sold in Canada, the European Union and Asia are required to be tested according to the IEC 62471 standard to protect workers from injury and blindness caused by exposure to ultraviolet (UV), visible and infrared-thermal electromagnetic radiation.
If a manufacturer applies the CE or CCC marking to an LED light sold in Europe and China, respectively, without documentation supporting IEC 62471 compliance, the equipment may be recalled and banned for sale. The manufacturer may also be liable for fines and other damages. Although the USA does not require IEC 62471 compliance today, UL regularly requires IEC 62471 compliant LED lights for systems that may be sold in Canada or other markets outside the USA.
IEC 62471 provides guidance for assessing the photobiological safety of lamps and lamp systems, including luminaires. Specifically, it defines exposure limits, reference measurement techniques, and classification scheme for the assessment and control of photobiological hazards from all electrically powered sources of inconsistent broadband optical radiation, including LEDs (but not lasers), in the wavelength range of 200 nm to 3000 nm.
There are various biological hazards evaluated in different wavelength ranges according to the IEC 62471 standard. Biological effects on both eyes and skin are taken into account.
According to IEC 62471, optical radiation sources are classified into risk groups based on their potential photobiological hazards. This classification takes place through a risk assessment carried out on the individual components or the final product based on information from the manufacturer. If a resource is assigned to a “safe” group (Exempt Group) or low-risk group (Risk Group 1), a detailed workplace assessment is not required as there is no photobiological safety hazard issue.
