The dissipation factor (tan δ) depends on various parameters such as electrode design, material properties, environmental concerns, humidity, temperature, applied voltage, and is highly dependent on frequencies, accuracy of the measuring apparatus, and other parameters applied to the sample being measured.

The frequency range is limited depending on the test cell and electrode design, the size of the samples and the terminals. In this standard, the parameters for the frequencies applied are therefore limited to the very low frequency (VLF) range of less than 1 Hz and up to 10 MHz. However, meters can provide a wider frequency range so they can be used and the appropriate frequency range is limited to the entire test setup.
