Regulation (EU) 995/2010 published by the European Parliament and the Council includes the obligations of operators placing timber and timber products on the market. This legal regulation explains the obligations of the operators who supply timber and timber products to the domestic market for the first time, and the obligations of the traders.

European Union countries are now subject to this new legal regulation on goods and products related to deforestation and deforestation. This regulation, known as the Wood Regulation in short, prohibits the supply of illegally harvested timber products to the markets of European Union countries and obliges those who first place such products on the market to exercise due diligence, thus making it possible to monitor timber and timber products.

For the purposes of regulation (EU) 995/2010,

  • The expression timber and timber products means timber and timber products specified in the annex to this regulation, excluding timber products or components of products made from timber or timber products.
  • Placing on the market means the supply of timber or timber products to the domestic market for the first time, either for a fee or free of charge, for distribution or use during a commercial activity, regardless of the sales technique used.
  • Merchant means any natural or legal person who, during a commercial activity, sells or buys timber or timber products already supplied to the domestic market.

In short, the said wood regulation aims to prevent illegal wood trade in European Union countries. This regulation is the result of an effort to make the European Union countries the first world market completely free from forest management and illegal logging. This legal regulation applies not only to wood, but also to bamboo products and its derivatives such as pulp and paper, excluding non-woody seasonal plants, recycled products and printed papers.
