CISPR 16-2-3 is a key EMC publication for use by IEC's product committees. As outlined in Guide 107, product committees are responsible for determining the applicability of the EMC standard. CISPR and its subcommittees are available to cooperate with product committees in evaluating the value of certain EMC tests for certain products.

For some products it may be necessary to measure the electric field strength, magnetic field strength, or both components of the radiated disturbance. Sometimes it is more appropriate to measure a quantity related to the radiated power. Normally, measurements of both the horizontal and vertical components of disturbance should be made relative to the installation floor or the ground plane.

The results of measurements of the electric field strength component or the magnetic field strength component can be expressed as peak, half-peak, average, or rms-average values.
