This standard applies to:

Organizations involved in the development or maintenance of classifications and coding systems for medical procedures for multi-purpose coding systems at national or international level;
Organizations that develop and maintain software tools that allow the analysis, generation of natural clinical language expressions and mapping of surgical procedures to existing major classifications.

The standard was developed as an integrated part of computer-based applications and for electronic health record. It will be of limited value for manual use. The standard itself is not appropriate or intended for use by the individual clinician or hospital administrator. The purpose of this standard is not to standardize end-user classification or conflict with concept systems embedded in national practices and languages. This standard applies to surgical procedures in all surgical disciplines.

The definition of a surgical procedure is considered an impossible task because there are neither specific criteria for defining it intentionally, nor specific criteria for defining the boundary between what a surgical procedure is and no such procedure.

A classification or coding system that defines itself as a classification or coding system of surgical procedures and considers to be concerned with surgical procedures. EN 1828 began by identifying the concepts underlying current procedure classifications within and outside Europe, as well as the natural language used in surgical reports. He defined the conceptual structure, which includes the definition of a set of concepts, and the internal relationships that unite them in a concept system. Widely tested in national and European projects as well as outside Europe in Australia and Canada.

The current European Standard is an extension of the preliminary standard to the minimum computer-based concept system for surgical procedures. This should allow the user of a computerized health record to express himself in his usual professional and national language, but to produce as outputs standard coding systems consistent with the categorical structure. Some of the definitions of key terms in the ISO/TC 37 study have been updated to the latest version of ISO 1087-1.
