This Recommendation specifies the metrological and technical requirements applicable to dynamic measuring systems for quantities (volume or mass) of liquids other than water subject to statutory metrology controls. It also provides requirements for the validation of certain components of measurement systems (meter, electronic calculator, etc.).
National or international regulations are expected to clearly specify which measurement systems for liquids other than water are subject to statutory metrology controls. For wastewater measurement, it is up to national authorities to decide whether the use of measuring systems in accordance with this Recommendation is mandatory and what accuracy class is required.
Elements constituting a measuring system must comply with the relevant requirements, even if they have not undergone a separate type assessment (except for auxiliary devices and supplementary devices, which are exempt from checks).
Unless otherwise stated in this Recommendation, a measurement system must meet requirements without the need for adjustment of the system or its elements during tests. Related tests of each other should be performed on the same measuring system or element, under the same conditions and without adjustment. However, if an adjustment has been made or tests have been carried out with another measuring system and/or device, this must be documented and justified in the test report.
This set of performance tests aims to verify that the measuring system or its constituent elements work as intended in a given environment and under certain conditions. Each test presents reference conditions for determining intrinsic error where appropriate.
The tests specified in this Recommendation are considered to be adequate test procedures to meet the requirements of OIML R 117-1. However, for new technologies or new applications, additional testing may be necessary to ensure that the measuring system or its constituents comply with the requirements of this Recommendation.
Newer versions of the specific IEC and ISO standards referenced in the performance tests of this section may be applied as long as the type-assessment authority (testing laboratory) confirms that the newer versions continue to meet the testing requirements in this Recommendation.
