The 16 CFR 1500.49 standard, the sharp edge test method, will be used by the Commission when making a preliminary determination of the exposed metal or glass edges of toys and other articles intended for use by children under 8 years of age, and the exposure of these edges.

Under normal use or as a result of reasonably foreseeable damage or misuse of such toys and items, it poses a potential risk of injury from tearing or rupture, according to section of the Federal Hazardous Substances Act. The Commission will separately consider toys and other items with edges determined to present a potential risk of tearing or avulsion injury to determine the need for individual product regulation.

The sharp edge test of this section is applicable to toys or other items containing metal or glass edges that enter interstate commerce after March 26, 1979. Such items produced outside the United States were brought in as the first US port of entry. Such products manufactured in the United States are introduced into the interstate commerce at the first interstate sale or, if one or more of the interstate components and raw materials are received, at the initial intrastate sale, whichever.

Toys and other children's items that are subject to any of these regulations are exempt from this 1500.49: Bicycles, non-full-size bassinets, and full-size baby cribs. Toys that have a sharp metal or glass edge hazard due to their functional purpose and that do not have non-functional sharp metal or glass edges are exempt from this section. Label any sale with functional sharp metal or glass edges. Examples of these are a pair of toy scissors and a toy tool kit.

Items that are intended to be used by children as well as toys, which, due to their functional purpose, necessarily present a danger of sharp metal or glass edges, and which do not have non-functional sharp metal or glass edges, are exempt from this section. Examples of these are children's ice skates and children's cutlery.

For the purposes of this regulation, the Commission defines glass as a hard, brittle, amorphous substance produced by fusion, usually composed of silicates containing mutually dissolved silica, as well as soda and lime.
