California TB 113 Requirements for Testing the Combustion Resistance of Materials Used in Upholstered Furniture

EUROLAB laboratory provides testing and compliance service within the scope of California TB 113 standard. The California TB 113 standard is a fire-test-response standard. These test methods are designed to evaluate the fire resistance of upholstered furniture component assemblies after exposure to smoldering cigarettes under certain conditions.

The tests apply to upholstered furniture components - covering fabrics, barrier materials and flexible fillers. Individual test methods and the materials to which they are applied are as follows:

  • Cover Fabric Test - Applicable to outer cover fabrics.
  • Barrier Materials Test - Applied to materials intended to act as a barrier (intermediate lining) between the cover fabric and flexible filling materials.
  • Flexible Filler Test – Applicable to flexible fillers used in upholstered seating furniture.

These test methods consist of three tests used to evaluate the cigarette ignition resistance of upholstery cover fabrics, barrier (interliner) materials and flexible filling materials used in the manufacture of upholstered furniture. Each test includes a miniature assembly of the component to be tested, along with other specified materials, mounted on a plywood mock-up that resembles a small chair seat and back. The assembly is exposed to a lit cigarette as an ignition source.

These test methods are intended to predict the performance of upholstered furniture under conditions of exposure to a smoldering cigarette. This is accomplished by testing furniture component assemblies. However, interactions between components in production furniture cannot necessarily be predicted by component assembly testing.

These test methods are not intended to measure the performance of upholstered furniture under conditions of exposure to open flame and do not indicate whether the furniture will resist the spread of flame under exposure to severe fire or when tested in a way that differs significantly from the test standard.

Results obtained with a material component tested in the mock-up according to these test methods do not necessarily demonstrate the performance of the same material component in other geometric configurations, such as full-size furniture.

The purpose of this standard is to produce upholstered furniture that is safer from the hazards associated with smoldering ignition. This standard specifies methods of resistance to smoldering of cover fabrics, barrier materials and flexible filling materials used in upholstered furniture.

Condition test specimens and cigarettes at 21° ± 3 °C (70° ± 5 °F) and less than 55% RH for a minimum of 24 hours prior to testing. If conditions in the test area are not the same as in the conditioning area, tests should begin within 10 minutes of removing samples from the conditioning area.
