The purpose of the standard is to reduce deaths and injuries associated with bed fires by limiting the size of fire created by a bed set during a thirty-minute test.

When a bed catches fire, a few minutes later, after a flare occurs. The test method specified in CPSC 16 CFR 1633 measures the flammability (fire test response characteristics) of a bearing by exposing the sample to a specific burning ignition source and allowing it to burn freely under well-ventilated, controlled environmental conditions. The ignition source that burns will be a dual propane burner. These burners apply different flows for different times at the top and sides of the sample. During and after this exposure, measurements of the time-dependent rate of heat release from the sample shall be made by measuring the energy produced by the fire. The heat release rate should be measured with an oxygen consumption calorimeter.

The test manual also identifies test equipment used to test in accordance with the Standard. Descriptions and illustrations serve as examples for illustrative purposes and not as specifications or recommendations for any make, make or model of instrumentation that should be used to comply with the Standard.

The standard specifies open flame flammability requirements that all mattress sets must meet prior to sale or trade, as defined in §1633. The test method specified in the standard (specified in §1633.7) measures the flammability performance of a mattress set sample by exposing the sample to a specific flame ignition source and allowing it to burn freely in a controlled test area. The test area must be one of two configurations, either an open calorimeter (or furniture calorimeter) or a test chamber that meets the specified dimensions.

The flame ignition source is specified as a dual propane burner that applies different heat fluxes for different times above and beside the sample. To measure the energy produced by the fire, measurements of the time-dependent rate of heat release from the sample are made during and after exposure to the specified burners. The rate of heat release is measured by oxygen consumption calorimetry.

A sample cannot meet the requirements of the standard if one of the following occurs:

  • Peak heat release exceeds 30 kilowatts (kW) at any time during the 200 minute test.
  • Total heat release exceeds 10 megajoules (MJ) for the first 15 minutes of the test.

Mattress open flame testing should be performed at a facility capable of performing oxygen consumption calorimetry to an acceptable level of accuracy, capturing the data generated during testing, and calibrating it according to the instructions given in the standard.
