Evaluation and Verification of Consistency of Performance (AVCP) Tests

Evaluation and verification of constancy of performance (AVCP) is a system that defines how products will be evaluated and how constancy of evaluation results will be checked. This system maintains the reliability and accuracy of the performance statement.

The legal regulation (EU) 305/2011 (known as the building materials regulation) published by the European Parliament and the Council defines five different systems for building materials. These range from large-scale third-party involvement to self-disclosure and manufacturer-monitoring. This regulation describes which systems apply to: a construction product, a family of construction products, and a key feature.

According to this regulation, every CE marked construction material must be accompanied by a declaration of performance (DoP). To ensure that the declaration of performance is accurate and reliable, the performance of the building material should be evaluated and production should be controlled according to the system of assessment and verification of constancy of performance (AVCP). This system defines tasks for manufacturers and notified bodies. The manufacturer declares the performance of the main features of the product based on valid evaluations.

The harmonized technical specifications in the European Union countries contain technical details for the implementation of the AVCP system.

For the evaluation and verification of performance constancy, the following systems have been defined: system 1+, system 1, system 2+, system 3, and system 4.

For example, in the system 1+ application, the manufacturer performs:

• Factory production control
• Further testing of samples taken at the factory according to the prescribed test plan.

The notified product certification body issues a certificate of constancy of performance of the product based on:

• Determination of the product type on the basis of type testing, type calculation, table values ​​or product explanatory documents
• Initial inspection of the production facility and factory production control
• Continuous monitoring and evaluation of factory production control
• Inspection and testing of samples taken before placing the product on the market

In the System 4 application, the manufacturer performs the following:

• Determination of the product type on the basis of type testing, type calculation, table values ​​or product explanatory documents
• Factory production control
• No mandate for the notified body
