This standard does not contain requirements for chemical toys, test kits or finger paints covered in other parts of EN 71. Packaging materials used with toys are not covered by the standard unless they are part of the toy or are of intended play value.

Standards "EN 229-71, EN 9-71 and EN 10-71" by the European Commission (M/11) to address the risks presented by organic compounds in toys and the toxicological effects of substances considered to pose the greatest risk to health, taking into account potential exposure. made mandatory.

This standard gives requirements for organic compounds found in certain toys and toy materials. In preparing the standard, CEN/TC 52 evaluated the risks associated with more than 650 organic compounds. It was recognized that not all potentially hazardous organic compounds could be handled. The Commission also limited Authorization to substances classified as dangerous under Council Directive 67/548/EEC.

Therefore, this standard supports, but does not relieve, the responsibility of toy manufacturers, importers and suppliers to ensure that the use of other substances does not cause harm to health when playing with toys as intended or reasonably foreseeable. Organic chemicals that are classified as carcinogenic, mutagenic or toxic to reproduction in other relevant laws and for which no requirements are specified in this standard should not be exposed to children from toys in amounts that may harm their health.

This standard specifies requirements for certain organic chemical compounds in toys and toy materials. The relative toxicity of the listed substances and exposure to certain types of toys and toy materials were used to determine requirements. This has led to migration limits for some compounds and absolute limits for others. Only chemicals that formed part of the original authorization are included. Therefore, no requirements are specified for phthalate softeners in toys designed to be swallowed by children under the age of three.
