The rationale for using a permanent suit is to provide protection against the elements during work and to extend life and aid recovery in the event of accidental submersion. The estimated duration of thermal protection for a person wearing this type of equipment will depend on water temperature, weather conditions, the person's cold tolerance, and the person's behavior. The standard specifies the minimum levels of insulation provided by different suit ranges at specific water temperatures.

The standard allows thermal protection to be provided by various methods and materials; some of these may require intervention when the suit enters water (for example, inflating the chambers with gas from a cylinder). Just because a constantly worn garment complies with this standard does not mean that it is suitable for all occasions. This standard cannot provide detailed provisions for all special uses for which a fixed garment may be used, such as special working conditions.

This standard is intended to serve as a minimum performance requirement for manufacturers, buyers and users of continuously worn suits, ensuring an effective standard of performance in use. Designers should encourage the use of this equipment by ensuring it is comfortable and functional for continuous use on or near water.

The performance of the suit may vary due to various factors such as wave action or the wearing of additional equipment. Users, owners and employers should ensure that equipment is maintained in accordance with the manufacturer's instructions.

A suit system may consist of one or more parts, provided that in each case it meets the requirements of this standard as a complete system. Use of a combination of life jacket and constantly worn clothing during testing does not confer approval status for that combination. A permanent suit can often be worn with a life jacket, as it will provide extra buoyancy and help position the person in a face-up position.
