Tests Under Regulation (EU) 811-2013

Regulation (EU) 811/2013 published by the European Parliament and the Council, previously published 2010/ It is complementary to Directive 30/EU.

This regulation establishes the requirements for energy labeling and the provision of additional product information for the following devices:

• Portable heaters and combination heaters with a rated heat output below 70 kW
• Portable heater packages with a rated heat output below 70 kW
• Temperature control and solar device and combination heater packages with a rated heat output below 70 kW
• Temperature control and solar device

However, this regulation does not cover such devices:

• Specially designed heaters to use gaseous or liquid fuels predominantly produced from biomass
• Solid fuel heaters
• Heaters within the scope of Directive 2010/75/EU of the European Parliament and of the Council
• Heaters that produce heat only for the purpose of providing hot drinking or utility water
• Heaters for heating and dissipating gaseous heat transfer media such as steam or air
• Cogeneration portable heaters with a maximum electrical capacity of 50 kW or more (this type of heaters allows the cogeneration of electrical and heat energy to use energy more efficiently)

For the purposes of this regulation, portable heater refers to a heater equipped with one or more heat generators, which supplies heat to the water-based central heating system in order to achieve and maintain the internal temperature of an enclosed space, such as a building, residence or room, to the desired level.

As of 2015, the following types of suppliers must comply with the requirements described in this regulation:

• Offering portable heaters and combination heaters to the market or service, including those integrated into temperature control and solar device packages
• Offering portable heater, temperature control and solar device packages to the market or service
• Offering combination heater, temperature control and solar device packages to the market or service
