A Machinery Control System Safety Analysis (MCSSA) determines the amount of risk reduction of hazards associated with control systems required for Safety Control Systems (SCS). This reduction is measured by the Machine Performance Level (MPL), hazards identified using risk assessment principles defined in ISO 12100 or otherwise.

For controls determined to be security-related, architecture, hardware, software environment requirements, and performance specifications are covered by other parts of ISO 19014.

ISO 19014 covers hazards arising from the failure of a safety control system and excludes hazards arising from the equipment itself (for example, electric shock, fire, etc.).

Other controls that do not have safety control systems (SCS), do not mitigate a hazard or perform a control function, and where the operator may be aware of a malfunction, are excluded from this standard (eg windshield wipers, headlights, cabin light, etc.).

Functional safety is ensured by one or more SCS based on many technologies (eg mechanical, hydraulic, pneumatic, electrical, electronic, programmable electronics). Any safety strategy must consider all elements within an SCS such as sensors, controllers and actuators.

The parts of the SCS that provide safety functions are called the safety-related parts of the control systems (SRP/CS). These can be hardware or software, they can be separate or integrated parts of a control system that need to be included in the MCSSA process.
