This part of ISO 8124 contains requirements aimed at reducing the risks to children when finger paints are used as intended or predictably, taking into account the behavior of children. It is accepted that finger paints carry different risks compared to other toys due to their intended use, which requires the application of finger paints to the hands and fingers of young children.

It cannot be ruled out that some of the paint material has been swallowed or got into the eyes or prolonged contact with the skin. Therefore, to address the specific risks associated with finger paints, this section of ISO 8124 contains requirements for ingredients that can be used in the manufacture of finger paints and limitations on certain impurities that may be present in those ingredients. It also sets out specific requirements regarding the packaging and labeling of finger paints.

Finger paints supplied in powder form will be evaluated according to this part of ISO 8124 when mixed with water in accordance with the manufacturer's instructions.

In addition to water, finger paints primarily contain colorants, binders, preservatives, and aggravating agents, and may additionally contain extenders, humectants, and surfactants. Finger paints can be colored using coloring agents included in a finger paint or mixtures containing colorant and other ingredients to impart color to the finger paint.

Dyes are intensely colored or fluorescent organic substances that impart color to a substrate only by selective absorption of light. They are soluble or go through an application process that destroys any crystal structure, at least temporarily, through absorption, solution and mechanical retention, or ionic or covalent chemical bonds.

Pigments are organic or inorganic solids with colored, black, white or fluorescent particles that are generally insoluble and essentially unaffected physically or chemically by the vehicle or substrate in which they are incorporated. They change appearance by selective absorption or scattering of light. Pigments are often dispersed in vehicles or substrates for example in manufacturing or for application as in inks, paints, plastics or other polymeric materials. Pigments retain a crystalline or particle structure throughout the coloring process.
