This European standard aims to provide safety requirements for pacifier holders, which generally consist of a strap at one end with a holder holding the pacifier and a hook at the other end that attaches to the child's clothing.
Where a pacifier holder is classified as a toy or is considered to have significant play value, then the pacifier holder will need to meet the essential safety requirements for toys as specified in the Toy Directive (88/378/EEC) in addition to those set out in this Regulation.
Accidents caused by pacifiers are few, and accidents that result in the death of a child are almost unknown. However, a small number of children die as a result of accidents involving the pacifier, although in these cases death is almost always caused by suffocation of a cord used to hang the pacifier around the child's neck. Such cords are usually either home made or made for some other purpose, eg. a spiral keychain holder.
This European standard is the first for this type of product and its main purpose is to eliminate the risk of suffocation. This was only possible by severely restricting the length of the pacifier holder. The length should be fit for purpose and not so long that the strap could wrap around the neck and suffocate even the smallest child. The absence of reports of incidents involving accidents or deaths since its introduction indicates that this standard has achieved this main purpose.
