This European Standard has been prepared to determine general design criteria to ensure the safety and functionality of service areas. Standard minimum and recommended values for dimensions are occasionally offered. It must be acknowledged that these values are considered to be values that recognize partly different national requirements as fundamental provisions.
The design and layout of the service area will depend on site factors, the scale of the service, capacity and types of spectator facilities (indoor/outdoor) and the events that may take place.
External access to the spectator service area will be controlled by counting to prevent capacity exceedance. The service area connects the outdoor area and the viewing area through the entrance and exit systems and the circulation system.
The availability of adequate outdoor and service area will be taken into account, firstly, to ensure that there is sufficient space for the safe movement of all spectators, including emergency vehicles, and secondly, to accommodate any temporary facilities required for the organisers.
Although it is normal for spectators to arrive at the spectator facility at the same time over a sufficiently long period of time to avoid undue congestion around the service area, the majority of spectators will attempt to leave the spectator facility at the same time. leading to significant space requirements for egress.
