Research on optical passive devices such as splitters shows that failure mechanisms are accelerated by both temperature and humidity. In most of the proposed applications, especially in the telecommunications local loop, devices are located in environments exposed to both high temperature and potentially high humidity. Therefore, knowledge of the accelerating effect of both temperature and humidity is essential to ensure that devices are suitable for use.

A system designer has an overall target reliability for a system that can be divided into target reliability that covers all components in the system. The location of a particular component in a network will affect target reliability. If a failure in a component does not result in a loss of service, for example, if the service switches to a backup, the target reliability of that component may not be as stringent.

However, besides the continuity of service delivery, there is a second issue and that is the maintenance burden. This is a measure of the time it takes to repair a network and a service provider must ensure that this does not become economically invalid.

Assigning target reliability to specific components is a process that requires experience with the behavior of components in specific environments. Failure of passive optical components appears to be dominated by wear mechanisms; therefore, the failure rate is not constant over time. This means that the information is required not only to provide the median time to failure (MTF) but also for the distribution of the failure rate over time.
