This International standard is applicable to typical hand-held non-powered power tools, including rotary tools, orbital and random orbital sanders, rotary and non-rotary reciprocating and impact tools, and a variety of assembly tools. It does not apply to cartridge-powered tools, nailers (e.g. nailers, staplers) or any internal combustion engine-powered tool and when placed on the market, meet regulatory requirements that establish test methods and set limits on noise emissions, for example from outdoor equipment.

The noise test code offered by this International standard provides methods for determining and declaring noise emission values ​​of non-power tools. These methods are designed to give results that make it possible to compare the acoustic performance of various electrical appliances.

Power tools are operated either unloaded or under load when it gives a representative value, but muffled so that the operating noise is well below the power tool noise level. The methods have been chosen to ensure satisfactory reproducibility of the results and are based on current practice in the industry.

For many power tools in a real working condition, operation noise dominates the overall noise emission in actual use. Process noise varies within wide limits and is unpredictable. Users are cautioned that the emission sound pressure level set by this code may not represent actual operator exposure levels, which are unique characteristics of individual applications and environmental factors beyond the control of equipment manufacturers covered by this International standard and are under the exclusive control (and therefore responsibility) of equipment users.
