The method specifies procedures and equipment by which electrical resistance can be accurately determined for tires up to 10-12Ω. The electrical resistance of an inflated tire-wheel assembly is measured between the wheel and the conductive surface that the tire is facing.

The metal loading plate must be flat and of sufficient thickness to support the test loads without visible deformation, sized to cover the entire contact surface of the tire under test. The plate must be made of a conductive, corrosive resistant metal. Aluminum should not be used for the plate, due to its high susceptibility to rapid development of surface oxides, which can adversely affect reading accuracy.

The approved wheel (preferably steel) should be cleaned in the bead seat area and at the attachment point. Before measuring, it is necessary to make sure that the tire is dry. If possible, mount the tire dry. A water-soluble mounting solution can be used to prevent tire damage under difficult mounting conditions. Any mounting solution on the sidewall or tread of the tire should be cleaned and dried.
