If there is a danger of falling for spectators or if persons must be restrained, stopped, directed, separated, the need to install a barrier or other measures to achieve the objectives specified in this sentence shall be taken into account.
In assessing the need for a barrier and the type of barrier to be provided, the designer and grounds management will consider building use and risks to building users. In cases where more than one use is envisaged in a building, either the barrier design will be selected to suit the worst case, or more than one barrier type will be provided in accordance with the location.
