16 CFR Part 1250 Test for Safety of Toys

EUROLAB laboratory provides testing and compliance services within the scope of 16 CFR Part 1250 standard. This standard establishes a consumer product safety standard that mandates ASTM F963 for toys.

In accordance with 16 CFR 1250, toys shall comply with the provisions of ASTM F963-16. However, section 2008(a) of the Consumer Product Safety Improvement Act 106 (CPSIA), section 4.2 (Flammability) and Annex 5 (Flammability Test Procedure for Solids and Soft Toys) or ASTM F963 restatement or cover pursuant to any provision. Any provision that restates or includes an existing mandatory standard or prohibition declared by a commission or statute, or a regulation issued by the Food and Drug Administration (FDA), or any regulation enforced by the FDA is not mandatory.

If the laboratory has already been accepted by the CPSC for the same sections in ASTM F963-11, the CPSC will accept tests to support product certifications for sections in ASTM F963-16. Test laboratories performing tests to support product certifications according to ASTM F963-16 should display “ASTM F963-16” and specific part numbers in the standard against which the product is evaluated in their test reports.
